It is possible that the man on the horse is George Robinson, Lord Ripon (1827-1907) who advocated for more local autonomy in Assam with the introduction of the Ilbert Bill named for Courtenay Ilbert (1841-1924).

Summary
Drawing shows a man, in profile, dressed in a tailcoat, astride a wooden horse on wheels with the word "Assam" written on the body of the horse. The man is holding a bunch of carrots in his left hand which is extended out in front of the horse with text on the carrots "Self-Government". His right arm is bent and behind him and in his right hand he is holding a stick which says "Mouzadars".
