Summary
Congratulating him on his appointment [Secretary at War]; setting forth his needs for "the Troops in the Southern Department" for clothing and pay; asking how he should apply for pay for his Battalions if the money cannot be given directly to his Paymaster whom he has sent to deliver the letter; assuring him he "would not take the liberty did not necessity require it, the great difficulty of so long a journey without money is very obvious & the trifling Publick supplies are so bad that traveling Officers are laid under difficulties hitherto not often experienc'd."
