Summary

Cartoon shows a banquet table where a young Queen Victoria sits at the head of the table at left, with Albert beside her; the chairs are occupied by carousing men in uniform who raise glasses to the Queen which are labeled "£30,000", "£10,000", "£5,000", etc.; over the table, a British flag is tied with a knot to a ragged flag, with "The English flag and the German rag" imposed directly above.
