Probably detached from one of four issues of Whiggeries and waggeries, London : William Strange, 1834. This publication reprinted wood engravings by Robert Seymour, Robert Cruikshank, and others which had previously appeared-- often with different captions-- in Figaro in London, also published by Strange. The identical image appeared in Figaro in London, no. 66, 1833, with the same title.

Summary
In a re-enactment of Aesop's fable of the Sun, the Wind, and the Traveller, Grey is the wind, Lord Althorpe the sun, and Daniel O'Connell the traveller. Grey, along with Brougham and an additional unidentifed man, blow winds full of bayonets from a cloud at O'Connell, who wears a cloak and carries a shillelagh with a human head at the top. Althorpe, as the sun, shines with the light of "Church Reform."
