Summary
Print shows a blind man with a cane and carrying a portfolio labeled Question du Holstein", led by a poodle on a leash and wearing a wig and visor, entering a doorway at far left labeled "Congrès de Berlin"; he is followed by a man dressed as a Holsteiner (far right) who wrings his hands anxiously, as a young and well dressed couple (at left) look on and the man whispers into his partner's ear.
