Summary
Print shows a National Guardsman rising from a table with champagne and a bill for 25F; he is apprehended by a officer who reproaches him for not being in uniform to whom he replies: "I cannot dress myself, my means of existence do not allow it, I have a wife, children, a pile of things which impose immense privations on me!".
