Enclosing a copy of the Virginia legislature's "last Act," which prohibits impressment "except in case of actual invasion"; complaining about the law and noting that it leaves some army units "without a single resource for Subsistance"; expressing his fear that "men with Arms in their hands will impress when necessity urges, in contempt of any Laws"; remarking that sending cavalry units to Virginia "to be supported by impressment, while every State northwardly is indulged with Contracts, was certainly injurious"; discussing plans for how they can obtain supplies for their troops; giving details of supplies that he has already sent to Greene; commenting on the difficulty of obtaining horses; mentioning [Robert] Morris, [Col. Timothy] Pickering, Capt. [Abner] Crump, and General [Arthur] St. Clair.
