The document consists of two parts: part 1 is the manuscript of John de Carteret's petition "To the right honourable ye Lords and others of her Majesties moste honorable privye counsell," written in the hand of a clerk and signed by Robert Cecil with a note in his hand that reads, "To be referred to her Majestie's lerned Counsaill"; part 2 is Francis Bacon's opinion on the case as one of the learned counsel of Queen Elizabeth I.

Summary
The petition of John de Carteret is asking that Sir Anthony Powlett (Paulet), governor of the Isle of Jersey, have the final hearing on his case against John Dumaresque in the Isle of Jersey; the opinion is stating that the trial should be held in Jersey, however Bacon acknowledges that "Mr. Att. Gen. and Mr. Sollicitor .... may have receyved better information why it should be drawn out of the proper place of tryall" and concludes that he "will have no use made of [his] certificate except they or one of them joyn in the same."
