Summary
Expressing his frustration that Francis "never forwarded the plan for the new Government to the Attorney Gen'l or indeed that you forwarded it privately to any body in England except to Wellborne Ellis. I could wish that without exception you would forward copys [sic] of all papers of consequence to the Attorney Gen'l. I must likewise beg the favor of you to be very cautious about repeating any part of my letter of the 1st Feb. The only persons I have communicated my sentiments to respecting your affairs are Ducarrel & Shore & this has been more by a reference to you than by what I have told them. The negotiation relative to Mr. Fox is a fact known not to above six people in England & as it was told me in confidence I must beg you not to mention it to any body whatever."
