Written from his residence at Kings Mews.
The year of writing is not provided, however Berenger served as Gentleman of the Horse to George III from 1760 until his death in 1782. The Kings Mews was his official residence and the place of his death in 1782.
The Rev. Mr. Richard Penneck served as Keeper of the Reading Room at The British Museum from 1760 until his death in 1803.

Summary
Asking him to examine and report on some illuminated manuscripts he has heard about "...which are of all Ages, and give the dresses and equipages of all the several periods;" explaining that he is suffering from the gout and cannot come in to see them.
