Summary: 

Offering his services as a private citizen to help the war efforts; clarifying that he is not seeking a Staff appointment or compensation, but rather "as a Private Gentleman residing in a very populous part of Yorkshire, & I am sorry to add surrounded by many disaffected people;" saying that he must stay where he is until the War Office resolves the issues surrounding the seventy thousand pounds he is owed and therefore "cannot for those reasons offer myself for General Service..."
