Saying that he sees no objection to the "proposed Clause in the Licenses"; discussing the need to push through an order in council, which has been delayed by Lord Bathurst's absence: "If Bathurst could have prevailed upon himself to stay another day in town, I think we might have got the new Order in Council out last Wednesday [...] I agree with you that it is infinitely material not to delay it"; saying that he would be glad to see a paper by Rose on transports.
