Summary
Informing him that "The Court of Directors continue to act under the Influence of the ministry, which still remain, as undetermined about India measures as ever.....I am sorry candidly to tell you, that what I have received, tho' it does not make the matter desperate, yet it furnishes no hope of a favorable Alteration in the Event of a general Arrangement. By all accounts the minister is so situated, that he will most likely set from the moment, and not from a pre-concerted Plan."
