On the recto of the letter there is an autograph note from Cardinal Manning recommending the Comte de Paris and the Marquis de Villeneuve and adding "They are in opposition to the Gov't."
The letter is undated however the published letter gives the date as "late January 1886."
Written on the stationery of the Education Department, Whitehall, blind-embossed with its crest but giving the place of writing as "Hotel St. Romain / rue St Roch - Paris."

Summary
Asking if he could recommend "...any representative Catholic here, whose view of things I may compare with the official one? I see that in the church of St. Roch, close to my hotel, notices are everywhere stuck up of a complete system of Ecoles Libres in connexion with the parish church; I should like to be enabled to see these schools and to hear from their managers how they prosper. I think the new Commission is a strong one, and two names on it, yours and Temple's, - I see with particular pleasure."
