Summary
Setting forth his opinion on why England should not "grant America unconditional Independence. A measure in my humble Opinion big with the Ruin of both Countries;" believing "that America may yet with any little exertion and the Force now there, be brought to a Reunion with great Britain;" adding that he believes the rebels in America are a very small proportion of the population; pledging himself to aid in the cause of Reunion and requesting "five thousand British Troops, and the Provincials in America put under my orders, with necessary Transports, and that the Troops in New York are permitted to Act as a Check on Mr. Washington's Army and the Country."
