The manuscript is undated, however it was published in the North American Review in May 1899. He also refers to his visit to China the previous year and adds 1898 in parentheses above the word "year."
The place of writing is not given, however he refers to the upcoming publication of his book "to be published in this country by Messrs. Harper" and from his memoirs it appears Lord Beresford was in the United States from January 10, 1899 through early October 1899.
