Summary
Expressing his grievances against and frustrations with Congress over lack of pay for the Army; expressing concern for the devaluation of the currency; discussing the low value of a grant of land to a General as insufficient compensation for "Men who have Sacrifised their Fortunes, Time, Constitutions, and who have so often bled in the Cause of their Country;" saying that the "two Months pay" to be advanced to the "General Officers" is a fraction of what is owed them; suggesting that a "small Committee of a thousand, or fifteen hundred Men from the Army, Composed of Persons of all Ranks to wait on Congress with a pointed but respectful Memorial of their Grievances, requesting redress."
