Summary
Explaining that he has been too occupied with the "late unpleasant disturbances" to acknowledge receipt of Ross's hand bills, and assuring him that they have nevertheless been posted, although he observes that he thinks it will be "some time" before seamen volunteer given their disappointment, "for they really imagined every thing was to be done their own way"; reassuring him that when men do come forward, "niether Driver nor yourself shall be forgotten by me"; informing him that "[Thomas Richard?] Toker, and his squadron have sailed South, two days since."
