Summary
Writing that he is flattered by her approval of the last number of the Universal (Review), informing her that Mr. (Nassau?) Senior's book was reviewed back in August, otherwise he would have been happy to accept her offer (to wrire a review), informing her that she need not send her article on "French Representative Institutions" until the 10 of November; noting that he heard from Mr. (William) Stigand and that he is "enjoying himself dyspeptically at Harfleur, and embittering the present with gloomy thoughts of the future", and adding "He is too self-conscious ever to be a happy man."
