Charles Reade's novel It Is Never Too Late to Mend was published in 1856; a review of the book by "Arthur Dudley," a pseudonym frequently employed by Rose Blaze de Bury, appeared in the Revue des Deux Mondes in September of 1858.
The comet referred by Senior is probably a reference to Donati's Comet, which passed nearest the Earth on October 10, 1858, and was notably visible with the naked eye to observers in the Northern Hemisphere.

Summary
Concerning a review in the Revue des Deux Mondes of (Charles Reade's novel) It Is Never Too Late to Mend, written by "Arthur Dudley", and commenting that, although he "does not know who Arthur Dudley may be", he regards the language and tone of the article to be neither that of an Englishman or a man (intimating that he recognizes Blaze de Bury as the author of the review), and going on to state that, although he had been formerly told that "it was a disagreeable book", he now intends to read it on the strength of the review; writing that they are "in the land of telescopes" but that "as far as the comet is concerned" they might as well be anywhere, as the telescope does nothing to enhance their view of it, and "It is never so fine as when seen with the naked eye."
