Dated "5th Feby"; year of writing suggested by internal evidence: Oliphant's letter appears to refer to Lord Elgin's actions during the second Opium War and French involvement during in the conflict, which concluded in 1860.

Summary
Thanking her for something, mentioning Kinglake, who he observes "is reserving himself for the grand action which must come off this week"; stating that "Lord John's answer is so unsatisfactory that good has been done"; saying that he will be in Yorkshire for a few days and plans giving a lecture at Leeds and "saying a few words about China", but that he intends to deal "very tenderly with the subject ... until Lord Elgin has had his say" for fear of embarassing him, adding that "the question will be discussed at great length in both houses and he will be compelled to speak"; observing that the forces sent by France require Great Britain to send additional forces and incur unnecessary expense; stating that he is "horrified" to learn that she has not yet received a copy of his book and that he has written his bookseller about it.
