Summary
Telling Henri that, like him, he doubts the possibility of peace between Germany and France; saying that Henri does justice to Germany's restrained position and that Henri's view is sincere; goes on to state that that the region/state he comes from contributed in large part to Germany's position, that it is important now that each side not provoke the other, that France has so far not provoked Germany, and that all people and governments in fact desire peace; asking Henri for clarification about France's arming itself. Adding in a P.S. that each day the probability of war is greater, as Henri has predicted, which gives even greater credit to what Henri has written to him and asking a question about the position of the Moniteur [Universel].
