Year of writing suggested by internal evidence and by accompanying letters from Mrs. Bowyer-Smijth to Marie Blaze de Bury: Bowyer-Smijth's allusion to "the Revolution" is almost certainly a reference to the Second Italian War of Independence which broke out in late April, 1859 and ended a little over 2 months later on July 12.

Summary
Concerning their immediate travel plans and concerns over the revolution that has broken out in Italy ("Sir William started from London when he first heard the news of the Revolution here & he don't fancy remaining here under existing circumstances") and stating that she would prefer to remain in Florence, "as everything is just as quiet here as if nothing had occurred"; asking her to send her information regarding the price of rooms at an inexpensive inn (to accommodate them during an intended visit Paris), as she would prefer to remain independent rather than take advantage of Madame Blaze de Bury's offer of hospitality, adding that they intend to stay in a hotel until they can find comfortable apartments, and that Sir William has offered to remain in Paris "and take care of my girl" while she goes to London and pays a visit to her sister in Wales; proposing that they go to London together and informing her that people are charmed with her article on Lord Elgin.
