Summary
Regretting that he is unable "...to attend at St. Andrews on the 18th. I very much wish I c'd have come down but I have urgent professional & parliamentary engagements which make it impossible besides being under an engagement to be present at a gathering of a political nature in the City in the morning of that day;" asking that he express his regret to the Principal that he is unable to be present to receive the honor conferred on him.
