Giving the history of how he got in his possession the telegram from William H. Seward to Edwin D. Morgan; explaining that it was given to him in person by Secretary Gerard when he worked as an operator n the War Department and sent the telegram to Morgan and he then asked to hold on to the written item as a memento and has been in possession of it ever since.
