Directing Collier to take a schooner under his command; adding that the commander of the schooner has been told to follow Collier's orders and to inform "Lieutenant General the Marquis of Wellington [Arthur Wellesley] that this vessel and two others which will be sent out, are to be appropriated for the conveyance of Dispatches between Santander or any other convenient Port or Falmouth or Plymouth."
