Concerning his views on recent political developments and descrying a system which leads to the appointment of unqualified members of the aristocracy to government positions and the diplomatic services; with reference to the recent "dismission" of Lord Ellenborough (recalled from his post as British Governor of India in 1844) and the ignorance of and indifference to Russia and the Slavic peoples on the part of England's diplomats; mentioning that he is having work done on his house at Mattishall.
