Written on stationery engraved "Dover House, / Whitehall, S.W." and with the embossed seal of the Secretary for Scotland.
Cochran-Patrick was appointed Permanent Under-Secretary for Scotland in December 1887. Lord Lothian served as Secretary for Scotland. 1887-1892.
