Summary
Thanking Cleland for sending him one of his essays on a political topic: "my time & opportunitys allow me to be but a poor polititian, but he must have very little Sense of feeling indeed, who is not struck with the truth of what you advance, since it is founded upon facts that are incontestable. It is indeed a malencholly subject, but the elegancy of stile, spirit, & freedom of sentiment in w[hi]ch it is treated, will make an Englishman feel some pleasure even in the relation of his misfortunes, especially as there is some prospect of hope opened for the relief of them"; adding "As our Great men of this day set out upon ye principle of Countenancing merit, I heartily wish you may feel the effects of the new system."
