Cleland gives the place of writing as "Pallmall," a street in London.
Cleland does not refer to Dickinson by name on the letter, but internal evidence strongly suggests that he is the recipient.

Summary
Reminding Dickinson about his request for helping in getting some papers from his mother (see MA 4647.8 for the original request); enclosing three articles of his about the case of Admiral John Byng (no longer with the letter): "My opinion of Mr. Byng's case, rather growing than cooling with consideration, I could not resist the temptation of giving to the Public this expansion of my letter to you [...] I heartily wish they may meet with as much approbation from you, as I am informed they have done from the Public."
