Summary
Returning a duke's letter to him; saying that he has already pointed out to the duke that his proposal is for a "5 per cent preference. It is a little more on corn, but exactly 5 per cent on other articles of food"; writing that he does not feel able to advise Knight on whether to go ahead with the publication of the second number of a series of pamphlets on tariffs: "If it has a ready sale the circulation of your interesting studies would certainly be most desirable. The working classes as a rule have no time for pamphlets. Our people say they will read nothing but leaflets, but there must be a class socially above them which desires a more literary treatment of the question."
