Summary
Concerning a reform bill; saying "...I could not have joined your deputation. I am not without hope that we may get a much better Bill yet. At any rate reforms such as we need in Glasgow - implying at least three or four new Chairs, new Lectureships &c - are, without more money than they have yet thought of, an impossibility. I am incorrigibly lazy & don't find the country atmosphere any more favourable to philosophy than the town."
