FBA does not give a date of writing. In The Journals and Letters of Fanny Burney, and based on the contents of the letter, Bloom and Bloom posit that it was written on either the 5th or the 13th of September in 1813.
There is no place of writing; however, given the reference to Chenies Street in the letter, it seems that it may have been written from 23 Chenies Street in Chelsea, where FBA was living in 1812 and 1813. See the published correspondence, cited below, for additional information.

Summary
Saying that she agrees with James in preferring "land to money, &c -- but I can make no change, as I do not act from myself, but by positive commission from M. d'Arblay, the reasons Martin will unfold"; writing that she is going to "entreat a transfer of my stock, now in the name of Mrs. Locke & Mr. William Locke, as it is my intention to make a regulation of it that will facilitate our receiving it abroad, should it there be -- at last -- wanted -- & I would have it placed at Mr. Hoare's, as his house is eminently known for business with France"; asking James if he would join Martin as their trustee; telling him that she has decided that her brother Charles will be Alex's guardian and have power of attorney, if needed; adding "Whatever are my hopes of my future destination, I must make my preparations for my fears, as I shall certainly go to M. d'A. next March, unless he writes to me to make another delay -- with a view to join me here"; inviting James to come see her at Chenies Street the next evening, "for a dish -- not of Tea -- but of chat, to talk over all these matters, & give me your opinions & counsels & hear my circumstances, & views, & motives...".
