The year of writing is based on a penciled note on the letter, though since Samuel Moulton-Barrett only entered Parliament in 1820, it may have been written later. The place of writing is based on internal evidence.
The recipient of this letter may have been Mary Moulton-Barrett, EBB's mother and Samuel Moulton-Barrett's sister-in-law.

Summary
Writing that he is happy to leave the choice of a bathing place up to her; mentioning that Lord Grey and his family are moving to the Malvern area, in the hopes that the climate will cure their eldest son, Lord Howick (Henry Grey), of a disease "of a scrofulous nature"; describing the hot weather in London; discussing his future political prospects; mentioning that he will write to Edward (perhaps Edward Moulton-Barrett, his brother) soon with news from Jamaica; commenting on an upcoming marriage, which was announced and mock-debated in the House of Commons.
