Summary
Saying to Govenor D B that since the disposition of the statute of a certain city has not been preserved in the decision to come to the election of its Protector and since it is unacceptable to undertake similiar acts without prior participation and permission by the Pope (N.S.), the Holy See desires that he declare null and invalid the recent election of the Protector by the public; saying that although this contravention of the statute deserves punishment for those who promoted it, the Holy See, in his clemency, will be content to give them a good "going-over" (ripassata) and that he should prohibit any proposition or decision without the express participation or permission of the Governor pro tempore; (postscript) adding to reimburse the public for the money spent on the election by order of N.S. (Nostro Signore-the Pope).
