Summary
Concerning the policies he is following to restore protection after the repeal of the corn law, including raising the duties on cotton, wool, silk, etc., in order to obtain the repeal of the malt and hop duties; his proposal to abolish excise duties and to "find an equivalent in import" and fixed duties on a number of agricultural products, with calculations supporting his argument; declining to support a "mongrel measure" of duties on a sliding scale between two fixed duties and indicating that he would sooner withdraw from politics than compromise his principles in this matter.
