The letter is also signed by John Culloden, Thomas Burke and Henry Coxwell, officers of the 3rd Battalion of the 9th Foot.
The letter is undated and the place of writing not provided. The 3rd Battalion of the 9th Regiment of Foot was raised at Barnham Downs in 1799 and disbanded at Shornecliffe in 1802. It appears that the Battalion served entirely in England.
The recipient of the letter, General Gerrit Fisher, was the Commander of the 3rd Battalion.

Summary
Describing an incident in which the men of the 3rd Battalion were assaulted by men with Pikes and Muskets. There was an unsuccessful attempt to capture the assailants though the weapons were recovered.
