Address panel with traces of a seal and postmarks to "Lt Gen'l Sir James Pulteney B't / M.P. / East Bourne / Sussex." The letter was originally addressed to "Park Lane / London" but that address has been crossed through and the Sussex address written beneath it.

Expressing his concern about the insufficient number of non-commissioned officers in the battalion; saying he is "Eleven Serjeants & Twelve Corporals short of the Complement & know not where to look for subjects to replace several that are very inadequate to the post they now fill & am thus necessitated to keep on those I should otherwise place in the Ranks;" adding that he will continue to try his best to be find the men he needs.
