Address panel with traces of a seal and postmarks to "Lt. General Sir James Pulteney / M.P. / Eastbourn / Sussex." The letter was originally addressed to "Park Lane / London" but that has been crossed through and "Eastbourn / Sussex" beneath it.

Concerning his enlistment efforts to complete his Battalion; saying he hoped to recruit from the 2nd Battalion but there are age and height restrictions, not above 30 years old and not below 5'4" in height; discussing Regimental issues and continuing issues with clothing needs; adding, in a postscript, that the Paymaster wishes to retire and is requesting half pay.
