Reporting that he has resumed command of the Regiment; expressing his frustration that the Regiment has been without a Quartermaster for 16 months; saying he cannot do without someone in that position since without someone "A Commanding Officer is become a mere head Clerk of a Reg't with all the responsibility attached to it;" adding his grievances related to recruitment issues; asking "in confidence if there is not probability of our being removed from Ireland when complete?"
