Summary
Expressing his frustration that nothing has been done to facilitate an Exchange of Prisoners between England and France; relating news of Brenier's return to France and commenting on how Brenier's good treatment while a prisoner in England will help to bring about good will between the two countries; enclosing a copy of a letter he has written to General [Henri] Clarke, Minister of War for France and hoping that Clarke will carry it to the Emperor; telling him that the gentleman who was his Banker and his translator when he was in France is now in London; expressing his continuing frustration at not being able to settle his accounts with the War Office and now being forced to work with a new Secretary at War.
