Summary
Concerning his need to return to France; explaining that when the French Government permitted him to return to England it was on the condition that a prisoner exchange take place involving an officer in the French Navy; adding that because he was not in the military when he was sent home the exchange was not sanctioned by England and therefore he is obligated to return to France; requesting that he order the Transport Board to permit him to sail to France; offering his services as a negotiator when he returns to France.
