Reporting on his meeting with Lord Liverpool; saying Lord Liverpool told him that the subject was not within his jurisdiction but rather with Lord Castlereagh; reiterating his desire to be sent to France to entertain with "Balls, Dinners and Fetes" in order to facilitate a conciliation; enclosing a letter he sent, at Lord Liverpool's suggestion, to Lord Castlereagh and asking that he give the letter to Secretary Canning as Mr. Canning knows him less well than the other Ministers; expressing his continuing desire to negotiate prisoner exchanges.
