Reiterating his desire to be involved in negotiating a reconciliation with France; detailing his time in France from December 1802 when he went to France with his Family "on a plan of Economy" but was encouraged to have his family return to England which they did under the protection of French officials; detailing his activities in Bruxelles during 1803 including the Thirteen Days that Napoleon was in Bruxelles, the ongoing negotiations over where he should reside, the meetings he had with various French officials and ministers and enclosing documents to corroborate his assertions.
