Summary
Reviewing the requirements for a Certificate of a Commanding Officer and assuring him that the officer in question has also "application and Talents for his Profession without which we shall become a receptacle only for all the idlers of the Army;" relating that "According to our speculations, the Enemy will begin their Operations from the extremities of their Line upon Ireland; and then upon Bristol Plymouth & keeping you in check all this time to prevent your making Detachments, and not attack within Kent, or Essex till Ireland is fully committed - I have not one word of news to send you except the Army of Reserve you know is still very far short of its numbers; and unless some better [illegible] be taken to raise it, will never be compleated."
