Reporting on the results of his review and inspection of the troops; saying "They appeared without their New Clothing, and I understand, from Major Aubrey, that it was not yet provided - I am sorry also to say, that I found their Barracks in a very uncleanly Situation, and by the appearance of the Kitchens, that they were not in the Habit of Cooking, much to the prejudice of the mens health, in both cases - I think it proper to apprise you of this, knowing you will be so good to make your own observations on the whole, & to give your orders accordingly."
