Summary
Granting a leave of absence to an officer; reporting that he had a letter from Major General Fox that "Things remain exactly in the same state, the Seamen very obstinate;" adding, in a postscript, that the Dragoons and Royal Artillery are "offering a reward for the apprehending of all wicked Incendiaries, or Publisher of treasonable handbills tending to poison the minds of the soldiers, & alienate the affection of the People from the King and Constitution."
