Summary
Reporting that he has arrived in Jamaica and taken command of the 1st Battalion; reporting on individual officers and their suitability for their current duties; suggesting that the Battalion headquarters be at Spanish Town rather than Fort Augusta; saying he received permission from General Carmichael to reside at Spanish Town but not permission to move the troops there; expressing hope that he can make that change; reporting on an insurrection on the island which caused a great deal of apprehension among the troops, but reporting it has subsided and he hopes "the tranquillity of the Colony will remain undisturbed;" discussing the reassignment of some troops between the 1st Battalion on Jamaica and the 2nd Battalion on Curaçao and the clothing stores on Jamaica for Curaçao."
