Relating news of promotions; expressing his concern about the inability to discharge "unserviceable men;" enclosing a letter (MA 1262.37) which expresses his concern for and asks for his consideration in the matter of "the removal of my Non Commissioned Officers; because I have not now any men fit to replace them; and I feel that the drafting them would be the ruin of the Corps, and no effort of zeal could possibly prevent it."
