Replying to his letter and informing him that it went before the Duke of York and the Duke "directs me to assure you that He shall be glad to attend to Major Hepburne's claims for Promotion whenever he has a favourable opportunity of so doing - The Lieut Colonelcies that have been lately Vacant in Regiments in the West Indies, have all been fill'd up in consequence of the recommendation of the Commander in Chief on the Spot."
